Ad Lucem is an international, disabled-veteran-owned consulting firm headquartered in Florida, USA. Led by retired disabled veteran Christifor Cinord, Ad Lucem delivers strategic solutions that support development, save lives, and strengthen organizational sustainability.

Christifor Cinord (CEO)

BIOGRAPHY

CHRISTIFOR CINORD, MPA, CPSP – CEO

Christifor Cinord is a servant leader and multidisciplinary professional with more than 30 years of experience across law enforcement, military police operations, federal service, security consulting, pastoral leadership, and community development in Haiti, the United States and several other countries.

He began his career with the National Police of Haiti, serving in senior leadership roles before immigrating to the United States, where he earned advanced degrees in criminal justice, public administration, leadership, and divinity. Cinord has served with Catholic Charities, the U.S. Military as a Military Police Non-Commissioned Officer, and as a federal officer with the U.S. Department of Agriculture and the Department of Defense, specializing in security, corrections, and food safety.

A service-disabled U.S. military veteran, he currently leads and advises multiple veteran, humanitarian, and international organizations. He is also a pastor, certified chaplain, educator, and counselor, serving multilingual communities through faith-based and human-services leadership.

Linda César, Certified Project Management Professional (PMP)

Linda César is a Certified Project Management Professional (PMP) experienced in managing diverse projects across healthcare, sports and entertainment, governance, and international sectors. César has a proven ability to enhance project delivery, streamline processes, and implement compliance strategies that lead to significant value creation. César is an expert in facilitating cross-sector and department collaboration and in driving innovation in telehealth and business platforms, digitization and governance.   She is a multilingual communicator with a strong focus on stakeholder engagement and sustainable practices.  César holds an active secret clearance.  

César has more than 25 years of executive leadership and a proven expertise in leading projects on behalf of world-renowned institutions. She has developed impactful strategies and policies for various organizations, corporations and government entities.  She is experienced in process improvements, change management and communication strategies that ensure organizational success.  César has developed and led the successful implementation of many programs and projects on behalf of United Nations (UN) and several of its agencies, the U.S. Agency for International Development (USAID and several embassies), the State of Florida, Chemonics, Fonkoze, My Doctor’s Live, VASTEC, amongst others.

César is educated in Urban and Regional Planning and Manufacturing Engineering. She has active certifications and credentials as a Project Management Professional (PMP), Disciplined Agile and Scrum Master (DASM), and Built Environment – Performance and Materials Management (BEPM). César is a long-time member of Project Management Institute (PMI).

Strategic Investment in Haiti’s Industrial Sector

Ad Lucem’s CEO held strategic meetings with Haiti’s Industrial Development Fund (FDI) — Fonds de Développement Industriel — a key public institution responsible for financing and supporting the country’s productive and industrial sectors. These discussions focused on leveraging investment to drive job creation, economic growth, and long-term development in Haiti.

Human Rights Advocacy in Haiti and the Dominican Republic

Ad Lucem’s team undertook a special mission in the Dominican Republic and Haiti to advocate for the release of an unjustly detained American Major of Haitian descent in the Dominican Republic, as well as Reverend Moise Joseph in Fort Liberté, Haiti. Concerns over security, the rule of law, and the protection of human rights prompted the CEO’s engagement in these missions, emphasizing the importance of the safety of individuals, justice, and legal accountability, in both countries.

Enhancing Healthcare for Veterans

We are honored to have supported the South Florida medical group Renal Network in conducting a comprehensive market analysis to enhance the delivery of care to veterans. We are pleased to have contributed to the successful launch of their newest center, inaugurated in February 2026.
